  • What is the Virginia Developmental Disability (DD) Waiver?

    The Virginia Developmental Disability Waiver (DD Waiver) provides funding for home and community-based services for children and adults with intellectual disabilities (ID) or developmental disabilities (DD) or related conditions. Another name for the DD Waiver is the Home and Community Based Supports Waiver (HCBS waiver) and is not to be confused with the CCC+ Waiver.

    Within the DD Waiver Program, there are three waivers available for individuals with ID/DD:

    • Building Independence Wavier (BI),

    • Family & Individual Support Waiver (FIS)

    • Community Living Waiver (CL).

    There are a multitude of services and supports offered under each waiver, depending on individualized needs and program criteria met.

    Therapeutic Consultation service can only be provided to individuals that currently receive the Community Living (CL) or the Family and Individual Support (FIS) Waiver.

    Virginia does currently have a waitlist to access services for people who are identified as eligible for the DD waiver.

  • How do I get the DD Waiver?

    1. Find your local Community Services Board (CSB). Click Here to find your CSB.

    2. Intake completed by CSB to determine eligibility. Click here to find eligibility requirements.

    3. If found eligible, individual will be placed on a Waitlist based on priority. Example of Priority Needs Checklist

    4. Waiver Slot Assignment Committe meets to determine eligibility for available waiver slots.

  • What are Indirect Services?

    Indirect Services are consultative services designed to assist individuals, parents, guardians, family members, and any other providers of support services with implementing the individual support plan.

    Therapeutic Consultation is considered an indirect service that provides assessments, development of a therapeutic consultation support plan, and teaching in a number of specialty areas to assist family members, caregivers, and other providers in supporting the individual enrolled in the waiver.

    A therapeutic consultation service support plan is provided by a specialized clinician and is a report of recommendations resulting from a therapeutic consultation that is developed by the clinician after he spends time with the individual to determine the individual's needs in his/her area of expertise.

    The clinician will then train family/caregivers and other relevant persons to assist the individual in using an assistive device; to implement specialized, therapeutic interventions; or to adjust currently utilized support techniques.

    Indirect services do not interfere with and can be provided alongside direct services such as group home, day support, sponsored residential, consumer directed personal assistant (CDPA) etc.
